Judging by the look of the model I would say you are good enough to get this right.
Excellent start, but all you really need to do is look at more reference and make some subtle changes to nail it.
1- Goofy's hat is too big.
2- He looks a bit fatter than he feels like he should.
3- Neck also feels a bit too thick for Goofy.
4- Pupils feel way to small, they don't feel charming at all, more like shocked.
5- Unless Goofy is whistling, you can always see his two front teeth protruding.
6- Muzzle or snout (nose) area feels too girthy towards the nose and is too brown, try a color closer to tanned Caucasian skin.
That's about it from me, I can easily tell it's Goofy but you are just a few pointers off from nailing it in my opinion.
